Book on Presidential Succession to Be Posted on Web

A University of California, Davis, professor's foundational book on the Electoral College and presidential succession is expected to be available on the World Wide Web today. CQ Press, a division of Congressional Quarterly Inc., says it will post in its entirety "When No Majority Rules: The Electoral College and Presidential Succession," by law professor Michael Glennon. The Web address is . The 1993 book, being reprinted as the nation grapples with the naming of its next president, describes the process by which the president and vice president are selected. The author, who specializes in constitutional law, explores historical precedents, the pitfalls and unresolved issues of the system, and the role of all groups involved, including political parties and the courts. And he offers suggestions for reform. Glennon, who will discuss the "The Electoral College Minefield" in a lecture at UC Davis on Tuesday, Nov. 21, says that unless Vice President Al Gore or Gov. George W. Bush concedes the election within the next two weeks, the country may not know its next leader until Jan. 6, when Congress counts the electoral votes. And with procedural difficulties and other points of disagreement, he foresees one scenario in which the United States could be inaugurating only an acting president Jan. 20. Also the author of "Constitutional Diplomacy" and other books, Glennon has advised the governments of Albania and Azerbaijan on constitutional reform and testified before the World Court and numerous U.S. congressional committees. He served as legal counsel to the U.S. Senate Foreign Relations Committee from 1977 to 1980. His presentation, sponsored by the UC Davis Institute of Governmental Affairs, will begin at noon in the IGA Reading Room, 360 Shields Library, on the campus.
