Anthony B. Flores, financial manager at California Polytechnic State University, San Luis Obispo, since 1979, is the new assistant vice chancellor for finance at the University of California, Davis.
Flores, 44, assumed his duties Oct. 1. Responsible for the operation of an effective financial services and financial reporting system at UC Davis, Flores oversees a $5.2 million budget and a staff of 100. As chief accounting officer, he will annually monitor more than $804 million in operations and construction expenditures, a $430 million payroll, and $228 million in cash register receipts, plus an equipment inventory of 63,000 items valued at $269 million.
At Cal Poly, Flores managed the fiscal operations department, where he implemented new accounting and accounts-payable systems, installed an automated cashiering system, and increased the university's investment portfolio from approximately $2.2 million in 1980 to $9 million in 1990. He oversaw a staff of more than 50 and a budget of $2.2 million.
He also served as budget director for Professional Community Management Inc. in Laguna Hills from 1978 to 1979 and as assistant to the vice chancellor for business affairs at the California State University and Colleges, Long Beach, from 1977 to 1978. From 1974 to 1977, he was a member of the CSU internal audit staff, conducting audits of all 19 CSU campuses, auxiliary organizations and the chancellor's office.
Before joining CSU, he was a group controller for Purex Corp. in Lakewood from 1969 to 1974 and an accountant for Von's Grocery Co. in El Monte from 1966 to 1969.
"Tony brings a substantial background in higher education accounting and finance to his new position at Davis," said Janet C. Hamilton, vice chancellor for administration. "He also has experience in implementing the kinds of administrative information systems that are needed here. We are very pleased that he has chosen to join us."
Flores succeeds Richard J. Frost, who retired in July 1990.

confident that under her leadership the business, administrative and finance functions of this university will be prepared to meet those demands. And I intend to play a major role in shaping the strategies that we adopt to meet those demands."
Flores is nearing completion of a doctoral degree in public administration from the University of Southern California. He received a master's degree in public administration from USC in 1980 and a bachelor's degree in business administration from CSU-Fullerton in 1973.
He is a member of the editorial board for The Western Governmental Researcher, a member of the CSU Financial Standards Board since 1984, and past chair of the CSU Financial Officers' Association. He has also been a financial systems consultant to Escuela de Agricultura de la Region Tropical Humeda in San Jose, Costa Rica.
His professional affiliations include the Association of Government Accountants, American Society of Public Administration, Institute of Internal Auditors, Association of College and University Auditors, International Personnel Management Association, and Western Governmental Research Association.
He has served as an adviser to Cal Poly's MEChA (Movimiento Estudiantil Chicano de Aztlan) Club, founder and adviser to the Hispanic Business Students Association, founding director of the Chicano Alumni Affiliate of the Cal Poly Alumni Association, and city planning commissioner for the city of Arroyo Grande.
