"Law and Order" will be the topic of debate April 6 between former Attorney General Edwin Meese III and American Civil Liberties Union President Nadine Strossen. Under Meese's direction as top domestic affairs adviser for the Reagan administration, key crime control and drug abuse policies were formulated. Strossen, a professor at New York University Law School since 1989, was elected president of the ACLU in 1991. Forty years old when elected, she is both the youngest person to hold the top position and the first woman.
