Robert Franks Named Student Affairs Associate Vice Chancellor

Robert G. Franks, a veteran administrator of student services programs, has been selected as associate vice chancellor for student affairs at the University of California, Davis, effective July 15. As associate vice chancellor, Franks, 49, is responsible for operational matters within the Office of Student Affairs, including budget planning and oversight, personnel management, physical planning and space allocation, and policy and procedure development. "I am delighted that Dr. Franks has accepted this appointment," said Frank L. Rincon, vice chancellor for student affairs. "He is an extremely hardworking and dedicated professional whose commitment to UC Davis is absolute." Undergraduate student body president Andrew D. Donnell also saluted Franks' selection: "He is well deserving of this position. Bob has gained a lot of trust with the students and has shown himself to be very fair and open-minded." Donnell praised Franks' integrity, which he said is particularly important to students as they grapple with escalating fees, changing demographics and tightened job markets. Added Bennett J. Corrado, chair of the Graduate Student Association: "We are excited to hear Bob has been appointed. In the past, we've appreciated his advice and assistance on graduate student issues and we look forward to his using his new position in Student Affairs to further improve graduate student relations and quality of life on campus." Franks has served as acting associate vice chancellor since January, replacing Robert E. Chason, who was tapped by the UC Davis Medical Center as its chief operating officer. Franks' new appointment caps 16 years of progressively responsible service within UC Davis' Office of Student Affairs. He administered the student conduct and grievance systems from 1978 to 1983. He served as assistant to the vice chancellor from 1983 to 1985 and then as assistant vice chancellor for student relations until this most recent appointment. "To be afforded this enhanced opportunity to serve our students, university and state is very exciting and immensely pleasing," Franks said. "I hope my years of experience, understanding of the campus, and many close friends on the faculty and in the administration will be valuable as we work together to bring to fruition the era of renewal that Chancellor Vanderhoef envisions for us." Before arriving at UC Davis, Franks held posts in residence hall administration at Oregon State University, 1975-78, and the University of Montana, 1965-69. He was a U.S. Army captain in the Judge Advocate General's Corps in Germany from 1971 to 1975. Franks received a bachelor's degree in history and political science in 1967 and a law degree in 1971 from the University of Montana, and a doctoral degree in college student services administration in 1979 from Oregon State University.
