The winner of this year's Chester Penn Higby Prize is UC Davis history professor William Hagen for writing the best article published in the Journal of Modern History during the past two years. Hagen's article, "Before the 'Final Solution': Toward a Comparative Analysis of Political Antisemitism in Interwar Germany and Poland," was published in the June 1996 issue of the journal.
