The Theta Chi Fraternity at the University of California, Davis, has been placed on probationary status and has agreed to comply with several sanctions imposed by the campus and a student-run conduct board for the Greek system.
The action follows the mid-November university suspension of the fraternity for violations of international fraternity and university policies in three fall incidents.
During the deferred revocation period, which began in mid-April and runs through March 31, 2001, the fraternity's status as a student organization can be automatically terminated for any subsequent violation; however, the chapter may recruit and initiate new members.
Two of the incidents resulting in campus discipline involved an attempted "kidnapping" of older members by pledges whose purpose was to interview and get to know the older member. In both incidents, frightened neighbors called the city of Davis police department. In the third incident, a stripper performed at a chapter house event.
As a result of those incidents, the international fraternity re-organized the chapter in February, with all chapter members being required to participate in interviews with representatives of the international fraternity headquarters. Many members were suspended through graduation, and about 40 were asked to rejoin the fraternity.
According to an agreement reached with Student Judicial Affairs at UC Davis, Theta Chi will:
* strictly enforce an alcohol-free policy prohibiting possession of alcohol in any common areas of the chapter property through Oct. 20;
* develop a policy to prevent hazing;
* develop a new-member education policy with alumni involvement;
* hold three alcohol abuse and three sexual harassment educational programs;
* hold at least two alcohol-free events during the spring quarter;
* and undergo two formal reviews by Student Judicial Affairs by next year.
The student-run Interfraternity Council/Panhellenic Association Greek Conduct Board also has sanctioned the fraternity for knowingly and deliberately violating a newly adopted ban on events at which strippers perform. The council and association consider such performances degrading to both men and women and conducive to a hostile and offensive environment for women.
The conduct board is requiring the chapter to submit a letter detailing the actions taken to prevent further harassment and other inappropriate treatment of women by the chapter. The letter is to be submitted after the fraternity holds at least one of the agreed upon educational programs. The chapter also has forfeited all voting and sports privileges with respect to the Interfraternity Council until it meets all of the conduct board's requirements.
Since the re-organization of the fraternity has occurred, Theta Chi members have endeavored to expand their understanding and exemplification of the goals and policies of the fraternity and the university, and the chapter has made a commitment to revitalize its membership with new activities and philanthropies.
A new-member education process will be implemented for fall 2000, and the chapter will send a number of delegates to the fraternity's national convention. The chapter house is scheduled for significant renovation, and chapter operations have been a focus of education and training.
In fulfilling its commitments, the fraternity raised several thousand dollars for the UC Davis Cancer Center by co-sponsoring an Easter egg hunt in April and sponsoring the Davis Philanthropy Golf Tournament in early May.
Furthering its commitment to academic achievement, the chapter's grade point average for the winter quarter was the second highest among all fraternities at UC Davis and above the all-male average.
With the entry into the contract with the University and the reorganization being completed, the chapter is looking forward to meeting its goals and objectives, and remaining an integral part of the UC Davis community.
