Voucher Plan Would Make Public School Problems Worse

Proposition 174, the school voucher initiative on the Nov. 2 California ballot, lacks accountability and would only exacerbate problems of inequity in the state's schools, says a UC Davis scholar. The measure does nothing to equalize children's opportunities in school, says education professor Patricia Gandara. In fact, it would continue to polarize California communities further, since schools would become even more segregated along ideological and socio-economic lines, setting a dangerous precedent. Instead, Gandara says, efforts are needed to bring different communities together through schools. Gandara expects to see Prop. 174 lose, but says it is just "the first shot over the bow" in an issue that won't go away. Privatization of schools -- using public funds to pay for anything from extracurricular classes to academic tuition vouchers -- is the broader issue likely to be focused on after the election, she says.41.
